Excel's great. But for a robust process you need:

• A central database - one source of the truth, and the ability to process all your organisation's data, quickly
• Reliable security so that everyone sees only what they're supposed to, with a full audit trail
• Actual collaboration capabilities, and flow-chart type workflows with approvals and reminders

Excel doesn't have those, so organisations look to specialist tools. But the majority of those tools tell you to move off Excel - into their proprietary interface, which typically lacks flexibility, isn't familiar to your users, and makes you learn a whole new way of doing formulas.
